Rollback of Adding Links to Images for Accessibility

Our user community requested the ability to add links to images in CKEditor 5, and we listened! Last sprint, DC-38, we changed a setting to allow users to link images. Unfortunately, this change also allowed the link tool to add bad markup that is inaccessible. The Drupal community recognized this issue and saw that the output included multiple empty links and the Aria label field does not work. All of this prevents content creators from adding an accessible name. As a result, this setting will be rolled back during the next code push. Starting May 16 and forward, content creators will not be able to add links to images. As an alternative, content providers can put an image in a linkable article card with virtually the same effect.
