Understand Taxonomy Terms for Disaster Support Programs
Properly tagging content with the correct taxonomy is vital for routing constituents to your services. Taxonomy terms connect portal visitors to content in two ways:
- Taxonomy terms let visitors without a portal account account filter for the content they want to find.
- Visitors who have a portal account can receive notifications about your services based on their needs.
Vocabulary Names Associated with this Content Type
To add new taxonomy terms, navigate to Admin > Structure > Taxonomy, then list the terms for the desired Vocabulary:
- Disaster Event
- North Carolina Counties
- Resource Agency
- Unmet Needs

Login and Add Content
- Login to NC.gov with your NCID and password as you would your own website.
- Your menu options are unique to the Disaster Resource Content Manager user role.
- New Content Types are created using the Content menu in your toolbar. To create a new Disaster Support Program, navigate to: Content > Add Content > Disaster Support Program.

Complete Form Fields
Begin filling out the form. Fields marked with an asterisk (*) are required.
- Title* - Enter the name of the program in the Title field. This appears on the page for the program, its URL, and on the Portal.
- Description* - Provide a detailed description of the program and its services.

Select Appropriate Taxonomy Terms
Admin > Structure > Taxonomy >
AccordionTab/Accordion ItemsRelated Disaster - If the program is specific to one particular disaster, select it from the drop-down menu.
Note: What you select in this field narrows the options available to you in the Affected Counties field to those under this disaster declaration.
- Example: Hurricane Helene 2024.
- Edit Terms - To add or edit terms in this field, navigate to: Admin > Structure > Taxonomy > Disaster Event
Sponsoring Agencies* - Select the agency that provides the program.
- Example: Governor's Recovery Office for Western North Carolina.
- Edit Terms - To add or edit terms in this field, navigate to: Admin > Structure > Taxonomy > Resource Agency
Related Unmet Needs* - This section helps constituents who need your services to find your program. Select the appropriate check boxes for the types of services a person can get through your program.
- Example: Mold remediation
- Edit Terms - To add or edit terms in this field, navigate to: Admin > Structure > Taxonomy > Unmet Needs
Affected Counties - Enter the counties that this program serves. Eastern Band of Cherokee Indian is included under Counties.
Note: The options you find in this field are narrowed based on what you selected in the Related Disaster field. You will only find counties that are part of that disaster declaration.

- Edit Terms - To add or edit terms in this field, navigate to: Admin > Structure > Taxonomy > North Carolina Counties

Program Eligibility and Lifecycle
Eligibility Criteria
Describe in detail the criteria a person must meet to be eligible for this program.
Program Application URL
- URL * - Provide the URL where a person can apply for this program. This may be a deep link to another platform such as Salesforce.
- Link text - Describe the URL destination. Example: Apply for this Program
Active Dates
- Start date - Key or select the date the program started.
- End date - Key or select the date the program ends.
Status
- Active - Indicates that this program is currently in effect. Active programs display on the programs feed and trigger notifications to constituents who have created an account.
- Closed - Indicates that this program has ended. Closed programs do not display on the programs feed or trigger notifications to constituents who have created an account.
- Archived - Indicates that this program has ended and is archived. Archived programs do not display on the programs feed or trigger notifications to constituents who have created an account.

Saving and Publishing
Current State
Describes whether or not this content type is visible to the public. Content is saved in the Draft state by default.
Note: This workflow is different from what you may be used to on Digital Commons. All Disaster Recovery content must be saved as Needs Review before the Published option becomes available.
Change to:
- Draft - This content type is a work in progress and not visible to the public.
- Needs Review - This content type is ready to be approved so that it can be made visible to the public.
- Published - This content type is visible to the public.
- Unpublished - This content type was visible to the public, but has been taken down. Content must be saved as Published for the Unpublished option become available.
Disaster Support Program Content Type
The same “account account filter” duplication should be fixed.
Change “Eastern Band of Cherokee Indian” to the official name, “Eastern Band of Cherokee Indians.” (its missing an s)
Fix the publishing sentence: “for the Unpublished option become available” should be “for the Unpublished option to become available.”
Explain that creating a Disaster Event does not make it appear automatically. It appears only after a published Disaster Support Program references it.
Note that only the first Disaster Event assigned to a support program currently drives where the program appears.
Clarify that closed and archived programs appear under Closed and do not display an Apply action.
