The N.C. Disaster Recovery Portal is a single, centralized portal where citizens affected by disasters can engage with State agencies, find resources, and receive real‑time information.
The portal was created per Section 2F of The Disaster Recovery Act of 2025, Part II.
The N.C. Disaster Recovery Portal is a team effort. State agencies contribute in different ways.
The portal is housed on NC.gov, which is managed by the NCDIT Digital Services team. Some content can be pushed from agency websites to the portal, while other content must be created manually on the portal.
When content must be created manually, staff from other agencies- like the Department of Emergency Management- are authorized on NC.gov to add resources to the N.C. Disaster Recovery Portal. Agencies "own" the content they publish on the portal.
The Disaster Resource Content Manager role is a set of user permissions that can work only with disaster-related content types. This role and its related content types are found only on the NC.gov website.
The Disaster Resource Content Manager user role allows staff from other agencies to contribute disaster recovery resources to the portal, without impacting other areas of the NC.gov website governed by Digital Services.
Agencies should select experienced users who are confident in the Web Manager role on their website to serve as Disaster Resource Content Managers on the portal. Submit a service request for this user role.
